On Oct.13th, the national development and transaction committee issued officially ¡°the entrance conditions on Al-manufacturer¡± (hereafter called ¡®the entrance conditions¡¯), which give the exact regulations on the enterprise layout, size, external qualification, process and equipment, energy consumption, resource consumption, synthesized utility, supervision management, etc. The national development and transaction committee declares that improper invest will be stopped by these new conditions.  The experts said these new conditions have two sides: one is good for big-size AL-companies developing, on the other hand, they will eliminate the disadvantaged makers.
